From May 29 to June 2, 2021, Ji Bingxuan, vice chairman of the Standing Committee of China's National People's Congress (NPC), led an inspection team to inspect the enforcement of the animal husbandry law in Hunan Province.
Leaders attending the inspection included Du Deyin, member of the NPC Standing Committee and vice chairman of the NPC Agriculture and Rural Affairs Committee; Xiao Huaiyuan, member of the NPC Standing Committee and vice chairman of the NPC Ethnic Affairs Committee; and, Du Jiahao, vice chairman of the NPC Finance and Economy Committee.
Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Hunan Provincial People’s Congress Standing Committee accompanied the team on the tour, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan Governor, chaired a meeting for the inspection.
On June 1, the inspection team held a law enforcement inspection meeting in Changsha and listened to the report on Hunan’s implementation of the Animal Husbandry Law and related affairs.
The inspection team went to Yongzhou, Hengyang, Xiangtan, and Changsha to inspect livestock and poultry farms and processing enterprises, agricultural science and technology enterprises, and animal epidemic disease prevention and control centers. They learnt about animal genetic resource protection, animal product quality and security and industrial development, animal waste recycling, and animal epidemic prevention and examination system. They also heard the report and opinions on the implementation of the Animal Husbandry Law in the province.
Vice Chairman Ji noted that, inspection of the Animal Husbandry Law enforcement is a practical action to constantly and thoroughly implement President Xi Jinping’s important discourses on issues related to agriculture, rural areas and farmers and Xi Jinping Thought on the Rule of Law, and important measures to promote high-quality development of animal husbandry industry in a law-based way. Based on its distinctive animal resources, Hunan has boosted supply-side structural reform, and accelerate transformation and upgrading, in animal husbandry industry. A new pattern of modern animal husbandry has been basically formed.
On June 1, the inspection team learnt about animal epidemic prevention and examination system construction in Shaoshan, Xiangtan City.
Secretary Xu stressed that all government authorities at all levels around the province should focus on President Xi Jinping’s speeches during his inspection tour in Hunan, and enforce the Animal Husbandry Law and the Animal Quarantine Law, to promote high-quality development of animal husbandry industry based on laws. Focus should be put on the problems observed in the inspection to make rectification and improvement. On the premise of guarding ecological "bottom line" and being environmentally friendly, work should be done to give play to animal husbandry in developing agriculture and rural economy, and increasing farmers’ income. Information technologies should be used to reinforce animal husbandry whole-chain management and control, in a bid to safeguard animal product quality and security.
Governor Mao mentioned the inspection of NPC Standing Committee inspection team as a strong supervision, a precise guidance, and an important drive for Hunan’s animal husbandry industry. Hunan authority will take the inspection as an opportunity to thoroughly implement Xi Jinping Thought on the Rule of Law, and shoulder the responsibility of ensuring animal husbandry industrial development and animal product quality and security. Hunan will establish long-term mechanisms to boost animal husbandry development and strengthen animal epidemic and disease prevention and control, accelerate animal husbandry industrial transformation and upgrading, and solve problems and conduct rectification, so as to guarantee high-quality development of the animal husbandry industry.
Ji and the inspection team also went to Shaoshan. They presented a flower basket to the Mao Zedong’s bronze statue, visited the Mao Zedong Memorial Hall, and participated in Party history learning activities.
