According to the annual statistical communiqué, in 2023, Hunan's postal business volume for the whole year is 40.27 billion CNY, a year-on-year increase of 22.7%; and, and the total telecom business volume reached 72.13 billion yuan, an increase of 22.5%. At the end of 2023, there were 5.487 million fixed telephone users, equal to the figure of the previous year. Mobile phone users totaled 76.803 million, up 7%. Internet broadband users amounted to 27.441 million, a year-on-year increase of 10.9%.

5G Network Development


In the first half of 2024, there were 22,000 newly-built 5G base stations provincewide, with 160,000 ones completed cumulatively. This effort ranks Hunan 8th nationwide, significantly accelerating the full coverage of the 5G network.


New infrastructure construction across the province has stepped up upgrading. Zhuzhou, Xiangtan, and Hengyang were selected as national "cities with gigabit capability" in 2023. The first industrial zone-level backbone node of the Xinghuo Blockchain Infrastructure and Facility (Xinghuo BIF) in central China went online in the Changsha Economic and Technological Development Zone. Hengyang Mobile was ranked among the top 10 in terms of mobile network quality in medium-sized cities nationwide.


The types of public platform have been further expanded. Hunan Province newly arranged 6 provincial key laboratories in such fields as intelligent navigation, digital software, and digital twin technology in the first half of 2024. There were 63 newly-established provincial engineering technology research centers and 2 provincial technology innovation centers. An innovation ecology of digital transformation has gradually taken shape. Twenty-nine industrial Internet platforms were selected as cultivation objects of the new round of provincial industrial Internet platforms. Hunan now owns more than 300 industrial Internet platforms of various types, and the number of industrial equipment connected to the main platforms has reached 11 million units (sets). The service capacity of the platforms has been continuously improved.


Application scenarios have been put into implementation acceleratedly. In the first half of 2024, Hunan released 10 application scenarios and 48 typical cases of "Empowering Enterprises with Intelligence" campaign. This aimed to promote digital R&D and design, flexible manufacturing, and other application scenarios, to realize large-scale application in a number of industry sectors. Zhuzhou and Loudi were included in the second batch of national pilot cities for digital transformation of small and medium-sized enterprises. Changsha was selected as one of the first batch of pilot cities for the application of "vehicle-road-cloud integration" for intelligent connected vehicles. The new-generation information technology and the real industry has accelerated integration.


Enterprises have picked up pace in digital transformation. In the first half of 2024, more than 71,000 enterprises became new cloud service users and 7,063 enterprises were new platform users. There were 532 intelligent manufacturing enterprises, 843 intelligent manufacturing lines (workshops), and 5,022 intelligent workstations newly built across Hunan. There were 6.49 million new Internet of things (IoT) end-users, bringing the total to 65.544 million across the province.
