Hunan, ICBC Sign Strategic Cooperation Framework Agreement

On the afternoon of April 1, the Hunan government and the Industrial and Commercial Bank of China (ICBC) signed a strategic cooperation framework agreement in Changsha. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province met with Chen Siqing, secretary of the CPC ICBC Committee and ICBC chairman of the board of directors, and Liao Lin, deputy secretary of the CPC ICBC Committee and ICBC president. They attended the signing ceremony.

According to the agreement, during the 14th Five-Year Plan period (2021-2025), ICBC will provide Hunan with no less than 2 trillion yuan of intentional financing arrangements, to support the implementation of the Three Highlands and Four New Missions Strategy and rural vitalization strategy. ICBC will give full play to its advantages in capital, products, licenses, and technology, and provide Hunan with financial services such as financial consultants and smart finance.

Xu Dazhe thanked ICBC for its strong support to Hunan's economic and social development. He said that in recent years, Hunan has seized the strategic opportunity of the rise of the central China, and is committed to promoting high-quality development. The economic aggregate has continued to grow and the fiscal taxation quality has been improved. There is a new boom in innovation and remarkable achievements in opening up and development. The people's sense of fulfillment, happiness and security have grown stronger.

At present, Hunan Province is unswervingly following the direction put forward by President Xi Jinping to build three highlands or hubs and implement four new missions, and striving to build itself into a major thoroughfare for domestic circulation and positive interplay between domestic circulation and international circulation. The real economy revitalization and Hunan’s development are inseparable from the strong support of finance. It is hoped that ICBC will take the signing of the agreement as a new starting point to develop its financial business in Hunan, and support Hunan's implementation of the Three Highlands and Four New Missions Strategy. It is expected that ICBC will help Hunan promote rural vitalization, defuse government hidden debt risks, promote private economy development, and inject strong financial impetus into the construction of a modern new Hunan. Hunan will continue to provide quality services and create a good environment for the development of ICBC in Hunan.

Chen Siqing said that in recent years, Hunan's financial industry has been running smoothly and its economic and social development has made impressive progress. ICBC will deepen practical cooperation with Hunan in advanced manufacturing development, expanding high-level opening-up, forestalling and defusing financial risks, and promoting rural vitalization, green and low-carbon development, and coordinated development between urban and rural areas, so as to achieve mutual benefit and win-win results.

Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor, and ICBC Vice President Xu Shouben, signed the contract on behalf of both sides. Zhang Jianfei, member of the Standing Committee of the CPC Hunan Provincial Committee and secretary general of the CPC Hunan Provincial Committee attended.
