Hunan has two more new platforms for opening up. The General Office of the State Council recently approved the upgrading of 13 provincial-level development zones across the country to national-level economic and technological development zones. Yongzhou Economic and Technological Development Zone and Shaoyang Economic and Technological Development Zone were on the list, marking the first one in Yongzhou and Shaoyang Cities.
Yongzhou Economic and Technological Development Zone was established in 1988 and is one of the earliest of its kind in Hunan Province. It was approved to provincial-level in 1994. There are now 177 industrial enterprises above designated size and 11 R&D institutions and technology centers above the provincial level. It has formed 4 industrial clusters of big manufacturing, big data, big health, and big commerce and logistics. In 2020, the zone completed a regional GDP of 23.96 billion yuan, a year-on-year increase of 8.4% and accounting for 11.4% of the city total. A number of major international cooperation platforms and technological innovation platforms, including the China-Cuba Biotechnology Joint Innovation Center, Hunan Engineering Research Center, and Huawei Cloud Computing Center, have been settled down here. In the first quarter of 2021, the park introduced 12 industrial projects, each with an investment of more than 50 million yuan.
Shaoyang Economic and Technological Development Zone focuses on the development of advanced equipment manufacturing, display functional materials, smart home appliances, and other advantageous industries. In 2020, it achieved a total industrial output value of 41.089 billion yuan, a year-on-year increase of 24.54%. It ranked fourth in comprehensive evaluation among 143 industrial parks above the provincial level in Hunan Province. It was one of the 5 industrial parks commended by the provincial government for down-to-earth practice. The park highlighted “high-end” projects. For instance, there are a number of major industrial projects under construction, such as the CEC Caihong Group (Shaoyang) cover glass production line and the world's largest engineering mixer truck production base of Sany Special Truck Group. A group of national and provincial scientific and technological innovation platforms, including the National Numerical Control System Engineering Technology Research Center, Special Glass Research Institute, and Intelligent Manufacturing Research Institute, have been launched successively.
