The Hunan Provincial People’s Government Information Office held a press conference on the provincial industrial parks high-quality development on June 7. It announced that Hunan will build “Five-good” industrial parks which will generate a total revenue of over 10 trillion yuan in technology and trade by 2025.

Hunan’s industrial parks cover 0.5% of the provincial territorial area, contribute 35% of the provincial GDP and 42% of the provincial tax revenue. During the 14th Five-year Plan period, Hunan will promote high-quality development of industrial parks through the following five aspects:
-- Good planning and positioning;
-- Good innovation platform;
-- Good industrial project;
-- Good system and mechanism; and,
-- Good development image.

Twenty specific and practical policies on land, capital, finance, technology, and talents were put forward to support the building of “Five-good” industrial parks and increase enterprises’ sense of benefit. Evaluation and Ranking will be made every year based on ten “Five-good” industrial parks evaluation indicators and ten economic assessment indicators. The “Industrial Parks Development Planning During the 14th Five-year Plan Period” was formulated to promote the establishment of a long-tern mechanism.

Hunan industrial parks’ total revenue in technology and trade will see an annual average growth of 15% during the 14th Five-year Plan period. By then, there will have had three five-hundred-billion-yuan industrial parks, 20 one-hundred-billion-yuan industrial parks, and three new national ones. By 2025, industrial parks’ sustainable development capacity will be enhanced significantly and progress will be made in energy conservation and emission reduction and circular economy. More than five industrial parks will be listed among the top 50 in China, and more than 10 among the top 100 nationwide. High-tech income of industrial parks at the provincial level or above will be 4.8 trillion yuan, accounting for more than 70% of the provincial industrial added value. By 2035, a mutually complementary industrial park system featuring benefit sharing, green and low-carbon development, and high-quality coordinated development will be established.
