Hunan, DRC Sign Strategic Cooperation Framework Agreement

On April 12, Hunan government signed a strategic cooperation framework agreement with Development Research Center of the State Council of the People’s Republic of China (DRC). Xu Dazhe, CPC Hunan Provincial Committee secretary and Hunan Provincial People’s Congress Standing Committee director, and Mao Weiming, CPC Hunan Provincial Committee deputy secretary and Hunan governor, met with Ma Jiantang, DRC Party Leadership Group secretary, and his entourage. Secretary Ma and Governor Mao signed the agreement on behalf of both parties.

According to the agreement, both sides will adhere to the principles of “complementing each other’s advantages, sharing resources, and pursuing win-win cooperation and common development”, to further collaboration in promoting major strategic decision-making consultations, jointly holding important conferences and forums, constructing grassroots research sites, establishing economic situation monitoring networks, and cultivating cadres and talents. They agreed to establish communication, exchange, and cooperation mechanisms.

Secretary Xu thanked DRC for its long-term care and support for Hunan Province. He noted that DRC is a national core high-end think tank and has close ties with Hunan. The two sides have carried out a series of fruitful cooperation on such key tasks as the establishment of the Hunan Pilot Free Trade Zone and the revitalization of the old revolutionary bases at Hunan-Jiangxi border area. In recent years, Hunan government has made every effort to promote scientific and technological innovation and reform and opening up, and develop advantageous industries such as construction machinery, rail transit, aerospace power, and new materials. New impetus of development is constantly enhanced, and economic and social development maintains a good momentum of steady progress. He said, “We are now implementing the spirits of President Xi Jinping’s important speeches made when inspecting Hunan. Combining with the ongoing Party history learning and education campaign, we will carry forward the Three Highlands and Four New Missions Strategy and strive to build a modern new Hunan.” Forging ahead on a new journey, it is necessary to promote scientific decision-making and improve the intellectual support system. He hoped DRC will promote the agreement implementation and provide more insights for Hunan to make important decisions, plan major projects, and promote key reforms. With strong intellectual support, Hunan will be at the forefront of the rise of central China and achieve high-quality development, he added.

Secretary Ma remarked that Hunan Province is a revolutionary holy land and the hometown of great people. In recent years, it has achieved prominent results in reform, development, stability, and created a series of good experiences and practices worthy of summarizing and popularizing. DRC will take the signing of the agreement as an opportunity to combine its advantages as a high-end think tank with the actual needs of Hunan's development, and deepen pragmatic cooperation with Hunan in policy research, decision-making consultation, talent exchange, and achievement transformation. In this way, it will provide more support for and make greater contributions to Hunan in building the Three Highlands and fulfilling the Four New Missions.
