The Loudi Economic and Technological Development Zone started construction in 2003 and was elevated to the national level in 2012. It covers a built-up area of 20.26 square kilometers and has jurisdiction over two sub-district authorities in Lianbin and Dabuqiao, and 28 village or residential committees, with a population of 120,000. It has been rated as the national high-tech industrial base, national new industrialization industry demonstration base, one of the first group of national industrial transformation and upgrading demonstration parks and zones, and Hunan automobile supporting industrial base. Its thin plate deep processing industry has been approved by the Ministry of Industry and Information Technology as a major industrial project of industry and information technology in the "14th Five-Year Plan" period and one of the Top 10 100-billion-yuan industrial clusters in Hunan Province.
Comprehensive strength has steadily improved. Taking the building of "Materials Valley" as a general plan, the zone has solidly pushed forward five major specialized parks and characteristic "park-within-a-park construction," including the Silicon Steel Industrial Park (Motor Industrial Park), Sheet Metal Deep Processing Industrial Park, Auto Parts Industrial Park (Hydraulic Cylinder Intelligent Eco-Town), Digital Economy Industrial Park (Semiconductor Display New Materials Industrial Park and Internet Economy Industrial Park), and Zhongyang Ecological Electric Power Sci-Tech Valley. Efforts have been made to build the zone into a globally leading production base for mid-to-high-end automotive steel sheets, a world-class intelligent manufacturing industrial park for hydraulic cylinders, Asia's largest high-strength steel base, and China's largest production base for silicon steel substrates. The zone currently hosts 176 industrial enterprises.
The leading industries are distinctive. It has built a "two main and one characteristic" leading industrial system of new steel materials, engineering machinery, and electric power science and technology.
Projects construction has witnessed rapid advancement. The zone has focused on five major industrial chains such as new steel materials, construction machinery, and advanced energy storage materials, and vigorously implemented such campaigns as "Loudi-based entrepreneurs returning to Loudi" and "industrial chain heads attracting investment".
Innovation in science and technology has kept breaking new ground. There are five national-level and 34 provincial-level or above scientific research institutions, and four provincial incubators and makerspaces in the zone. Forty-eight enterprises that use special and sophisticated technologies to produce novel and unique products have settled in the zone, including six national and 48 provincial "little giants", as well as 104 high-tech enterprises.
In the future, the development zone will follow the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, go all out to develop the real economy, strive to promote the high-quality development of the economy, and comprehensively build itself into a new modern socialist zone. By 2026, it will build a 200-billion-yuan new steel materials industrial cluster, a 100-billion-yuan construction machinery industrial cluster, and a 30-billion-yuan electric power sci-tech industrial cluster, thereby becoming a "Materials Valley" with national influence in the central China.
