The departure ceremony of a water-conservation-themed metro train was held at Huangtuling Station on March 22, or the 29th World Water Day. The event aimed to thoroughly implement President Xi Jinping’s water conservancy concepts, to promote intensive and safe use of water resources, enhance citizens’ awareness of water conservation, create a good climate for water preservation and protection, and build a water-saving society. Vice Governor of Hunan Province Sui Zhongcheng attended the event and announced the departure of the train.

Hunan Province has vigorously carried out water conservation since the "13th Five-Year Plan" was launched in 2016. The province successively issued "Hunan Province Water Conservation Management Measures", "Hunan Province Implementation Plan of National Water Conservation Action", and "Hunan Province Water Quota". It established a provincial water conservation joint meeting system, and supported 26 counties or districts in building county-level water-saving society. A total of 236 provincial-level water-saving public institutions, 20 water-saving colleges and universities, and 63 provincial-level water-saving models were built. These efforts help enhance intensive use of water resources.

Hunan government will have a keen grasp of the new development stage, and continue to thoroughly implement the new development philosophy. The government will adhere to the principle of “using Yellow River water resources as its capacity permits”, and implement "Hunan Province Implementation Plan of National Water Conservation Action". A water conservation mechanism featuring government leadership, market regulation, and public participation will be established to improve water resource utilization efficiency. This will provide a firm water safety guarantee for implementing the Three Highlands and Four New Missions Strategy and building a modern new Hunan.
