The Five-year Action Plan for the Integrated Development of Changsha, Zhuzhou and Xiangtan (2021-2025) was released recently. It announced that smart cities construction plays a vital role in implementing the plan.
Data connectivity is a key in the process of building a smart city. Since the beginning of this year, data resource management departments of Changsha, Zhuzhou and Xiangtan have held meetings to promote integrated development of smart cities construction and digital economy based on data sharing and industrial cooperation. The move aimed to provide convenient intelligent life for residents.
According to the Changsha Data Resources Administration, Changsha, Zhuzhou and Xiangtan will coordinate the construction of a smart city big data center, build Changsha, Zhuzhou, and Xiangtan smart brain and regional information hub, improve regional informatization basic service capabilities, and lay a solid foundation for Chang-Zhu-Tan smart city development. The three cities will also explore an independent government cloud system to promote the development of “smart cloud”.
The three cities will accelerate the promotion of smart application scenarios in the fields of transportation, energy, medical care, education, employment services, safety, and environment, speed up the construction of a comprehensive urban management service platform, and build a rural-urban environmental infrastructure monitoring platform for sewage treatment, black and odorous water bodies treatment, and water supply quality improvement, and garbage management. They will also collaborate in urban governance and explore a Changsha-Zhuzhou-Xiangtan integration model.
Changsha, Zhuzhou, and Xiangtan will explore regional platform integration, system integration, and application aggregation, and promote the application of e-license, e-signature, e-certificate, and e-record in the fields of government services and people's livelihood services, and help form a "simplified approval" model, and build a smart livelihood service system covering the three cities and shared by their peoples.
At present, Changsha, Zhuzhou and Xiangtan are accelerating the deep integration of the Internet, cloud computing, big data, artificial intelligence, and Internet of Things technologies with the industries. Three major creative economic application scenarios, including IP economy, cross-border integration, and creative experience, will be built. They will develop industrial Internet, intelligent manufacturing, smart agriculture, tourism, finance, and energy, and make differentiated layout for digital industry development, so as to create the growth pole of the digital economy in Changsha, Zhuzhou, and Xiangtan.
