Establishing Hunan Pilot Free Trade Zone is an important strategic measure of the CPC Central Committee and the State Council to promote a new round of reform and opening up and achieve high-quality economic development. It is also a support to build Hunan into a hub of reform and opening up in inland regions. The move marks that Hunan stands at a new historical starting point in reform, opening up, and high-quality development.
The China (Hunan) Pilot Free Trade Zone has 119.76 sq km in three locations in Changsha, Yueyang, and Chenzhou. So far, 50% of the 121 reform tasks in the overall plan and 321 measures in the implementation plan have been put in place. As of the end of April, there have been 2,809 start-ups in the zone, with a domestically registered capital of 36.923 billion CNY and paid-in foreign investment of 530 million USD. It has introduced 122 key projects, including 17 invested by Fortune 500 enterprises, with a total investment of 189.72 billion CNY.
