The “Hunan Three-Year Action Plan for Promoting Hunan-Jiangxi Border Regional Cooperation Demonstration Zone Construction (2020-2022)” was announced to the public on July 28, 2020. Hunan will carry out 100 key projects within the provincial area of the demonstration zone, involving a total investment of 289.7 billion yuan.
The demonstration zone planning area includes 10 counties and county-level cities in Hunan Province (Liuyang, Liling, Youxian, Chaling, Yanling, Pingjiang, Anren, Yizhang, Guidong, and Rucheng), and 14 in Jiangxi Province. It has an area of 50,500 square kilometers with a population of 13.65 million.
According to the national deployment, since last year, Hunan and Jiangxi Provinces have promoted the construction of a regional cooperation demonstration zone on the border area. Both sides have achieved substantial cooperation progress in such sectors as comprehensive transportation, modern agriculture, red cultural tourism, and Lushui River treatment. This year, Hunan Province, led by the Hunan Provincial Development and Reform Commission, compiled the “Hunan Action Plan”. According to the plan, Hunan and Jiangxi would also cooperate in the preparation of implementation plans.
The demonstration area was planned to be built as a leading area for the national old revolutionary base to promote rural revitalization; a model area for the coordinated development of multi-provincial border areas; an innovation area for green development and ecological civilization construction; and, a pioneer area in urban-rural integrated development and industrial transformation and progress.
Hunan will implement 10 major programs with a total investment of 289.7 billion yuan. They are: transportation infrastructure connection; red cultural tourism promotion; Long March national cultural park (Hunan section) construction; modern agricultural development demonstration; industrial transformation, upgrading, and revitalization; new urbanization promotion; rural human settlements demonstration; ecological environmental protection management; basic public service guarantee; and, improvement of social governance ability.
The person in charge of the Regional Division of the Hunan Provincial Development and Reform Commission introduced that, most of the counties and county-level cities in the demonstration zone have relatively weak traffic infrastructure. The two provinces first must realize transportation connection. Among the 100 key projects, 14 are transportation projects, involving a total investment of 178.6 billion yuan, accounting for 60% of the total.
Five new expressways will start construction this and next year, including the Shanghai-Kunming Expressway (Liling-Loudi section) expansion, Chaling-Changning Expressway, Linwu-Lianzhou (Hunan-Guangdong border) Expressway, Guidong (Hunan-Jiangxi border) Expressway to Xintian Expressway, and Beijing-Hong Kong-Macao Expressway (Leiyang-Yizhang section) expansion.
Relying on the rich red cultural resources and industries of fireworks, ceramics, and other advantageous ones in the border areas of Hunan and Jiangxi, the demonstration zone will focus on the building of a red cultural brand, as well as the world capital of fireworks and ceramics, and upgrade the industrial parks.
