Eligibility

1. Employers

Foreigners lawfully recruited and employed by enterprises, public institutions, social organizations, privately-run non-enterprise entities, foundations, law firms, accounting firms and other organizations duly registered within the territory of China (hereinafter referred to as the “employers”), as well as foreigners who, after having signed labor contracts with overseas employers, are dispatched to work in their branches or representative offices duly registered within the territory of China (hereinafter referred to as the “host service entities”), shall participate in the basic medical insurance for employees in accordance with the law. The employers or the host service entities and the persons in question shall pay medical insurance contributions as prescribed.

Employers who hire foreigners shall process social insurance registration for the foreigners recruited and employed within 30 days from the date of processing the employment permits.

2. Self-employed individuals
Foreigners holding a Permanent Residence Permit can participate in the basic medical insurance as self-employed individuals.

Application Channels

1. For employers
Offline: service window of the local medical insurance agency where the employee is insured.
Online: Hunan Provincial Medical Insurance Online Service Hall

2. For self-employed individuals
Offline: service window of the local medical insurance agency in any district or county (county-level city) where the individual is insured.

Documents Required

1. For employers 

(1) Registration Form for Basic Medical Insurance Coverage of Employees in Hunan Province (New Registration) (stamped with the official seal of the employing unit).
(2) Valid identification documents of the insured person, including the Employment Permit for Foreigners, Foreign Expert Certificate, or Resident Foreign Correspondent’s Press Card, and other employment and residence permits for foreigners, as well as the Permanent Residence Permit.

2. For self-employed individuals
Permanent Residence Permit.

Processing Time

For employers, the processing time is no more than 5 working days.

Self-employed individuals can have their medical insurance registration processed instantly on-site.
