The airport is a national poverty alleviation and regional development project in the Wuling Mountain Area, was included in the Civil Aviation's "12th Five-Year Plan" for new airports, and is the seventh civil airport in the province to become operational. The airport is designated as a domestic tourist feeder airport operating regular civil flights, also accommodating emergency rescue, disaster relief, and general aviation business development.
Site selection for the airport started in 2010 and was completed in December 2011. July 2013 saw project approval from the State Council and the Central Military Commission. Feasibility study approval from the National Development and Reform Commission (NDRC) followed on December 11, 2014. January 2015 brought joint approval of master plan from the CAAC Central and Southern Regional Administration and the Shaoyang Municipal Government. Approval of the preliminary design and budget was received in March 2015 from the same CAAC office and the Provincial Development and Reform Commission. This phase of the project was designed to meet a target of 250,000 passenger throughput and 500 tons of cargo and mail throughput by 2020. The flight area was designed to 4C standards, featuring a newly built 2,600-meter runway and four apron stands. Full-scale construction began in May 2015, with a total project investment of 1.02 billion yuan. Currently, Wugang Airport operates six routes, connecting 12 cities. In 2021, it handled 4,214 aircraft movements and achieved a passenger throughput of 302,600, representing year-on-year increases of 2.28% and 4.42%, respectively.
