1. Legal Basis

According to the Guideline on Accelerating the Construction of the Public Legal Service in China jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council in July 2019, it is necessary to balance the allocation of basic public legal service resources in urban and rural areas. We should lower the threshold for legal aid, expand the scope of legal aid, and strengthen the construction of infrastructure such as physical, hotline-based and online public legal service platforms, and improve service conditions. We should strengthen law popularization and people's mediation organizations at the grassroots level, and better the service network. We should give full play to the functions of judicial offices in resolving conflicts and disputes, publicizing the rule of law, providing grassroots legal services, and offering legal consultation. We should give play to the role of lawyers and primary-level legal service workers, improve the legal adviser system at the village or neighborhood level, and move faster to cover all villages and neighborhoods with legal advisers.
