On June 10, three production lines were busy fulfilling orders destined for Nigeria, South Africa, and other African countries, in a workshop at the Shaoyang Merrylights Wigs Company. "Currently, our company's orders for the first half of the year are almost at full capacity," said Liu Xiaozhong, chairman of the company.

Shaoyang City is the world's largest distribution center for raw materials for hair products, the second-largest hair products producer in China, the third-largest hair product export base in China, and the largest hair product export base in south China. A total of 115 hair product enterprises have registered in Shaoyang, producing over 3,000 varieties of  products, exported to more than 120 countries and regions, including Africa and Southeast Asia. According to statistics from the Shaoyang Customs Authority, "Made in Shaoyang" hair products hold a market share of over 60% in Africa and 15% globally. From January to May this year, the total export value of hair products in the city reached 1.88 billion yuan, up 10.2%. The exports of hair products to Africa amounted to 1.39 billion yuan, accounting for 73.9% of the city's total hair product exports.

In support of the export business of hair products enterprises, the Shaoyang Customs Authority has carried out promotional activities to publicize customs policies such as the Regional Comprehensive Economic Partnership (RCEP) and the Authorized Economic Operator (AEO) certification through various channels, and has provided guidance to Shaoyang Sunshine Hair Products Co., Ltd., the first approved exporter in Shaoyang. Since the beginning of this year, the Customs Authority has issued 1,158 certificates of origin for hair product enterprises, with a total value of 34.546 million USD, granting reductions and exemptions of import duties by more than 12 million RMB. "Cross-border e-commerce has been the channel we have been seeking to break through," said Tang Zhiwen, business manager of Hunan Shunji Technology Co., Ltd. "In April, with the guidance of the Shaoyang Customs Authority, our first batch of hair products were successfully exported to South Africa," he added.

The 3rd China-Africa Economic and Trade Expo will open in Changsha at the end of June, and Shaoyang will showcase its light industrial products, represented by hair products.
