On the afternoon of March 3, the Hunan delegation to the fifth session of the 13th National People's Congress (NPC) held its first plenary meeting in Beijing. Zhang Qingwei, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, presided over the meeting.

Zhang Qingwei was elected as the head, while Mao Weiming, Li Dianxun, and Liu Lianyu as the deputy heads of the Hunan delegation. Deputies present at the meeting also included Du Jiahao, Xu Dazhe, Wang Shaofeng, Chen Wenhao, Xie Yong, Zhang Zhuohua, Hu Weilin, Tian Honghqi, and Han Yongwen. Wang Shuangquan, Tian Liwen, and Ye Xiaoying attended the meeting as non-voting participants.

The meeting reviewed the list of the presidium and secretary-general (draft) and the agenda of the NPC session (draft), and discussed and approved six suggestions. These suggestions would be submitted to the session in the name of the Hunan delegation. They are:

- Suggestion on Further Supporting Construction of Dongting Lake Ecological Economic Zone;

- Suggestion on Supporting Construction of Key Infrastructure Projects in Hunan Province;

- Suggestion on Supporting Hunan to Lead the Establishment of National Laboratory for Biological Seed Industry;

- Suggestion on Promoting Comprehensive Implementation of “Following Large-scale Development of Western China Policies” in Less-developed Counties in Central China;

- Suggestion on Supporting Yueyang Ethylene Project Construction; and,

- Suggestion on Supporting the Development of City Clusters Along the Middle Reaches of the Yangtze River to Become A Major National Regional Strategy.
