On January 27, the Fourth Session of the 13th Hunan Provincial People's Congress held the second plenary meeting at the People’s Hall of Hunan Province.

There should be 760 representatives at this meeting, and there were 719 deputies present. The number of attendants constitutes the quorum.

The meeting was chaired by Huang Guanchun. Leaders attending the conference and seated on the rostrum were: Xu Dazhe, Mao Weiming, Wu Lan, Huang Lanxiang, Xie Jianhui, Zhang Jianfei, Feng Yi, Zhang Hongsen, Li Dianxun, Yao Laiying, Wang Cheng, Liu Lianyu, Yang Weigang, Ye Hongzhuan, Zhou Nong, He Baoxiang, Sui Zhongcheng, Chen Fei, Wu Guiying, Xu Xianhui, Chen Wenhao, Zhu Zhongming, Xie Weijiang, Peng Guofu, Yi Pengfei, Tian Liwen, Ye Xiaoying, and Liu Bo.

Liu Lianyu, Hunan Provincial People's Congress Standing Committee deputy director, entrusted by the 13th Hunan Provincial People’s Congress Standing Committee, made the work report to the deputies.

Tian Liwen, Hunan Provincial Higher People’s Court president, delivered the report on the work of the court.

Ye Xiaoying, Hunan Provincial People’s Procuratorate procurator general, made the report on the work of the procuratorate.
