Hunan Launches 29 Measures to Optimize Business Environment

The General Office of the People's Government of Hunan Province recently issued the "Several Measures to Promote the Optimization and Enhancement of the Business Environment in Hunan Province" (hereinafter referred to as the "Measures"), introducing 29 specific measures in areas such as policy services, market supervision, and factor support to continuously build a market-oriented, law-based and world-class business environment. 


The "Measures" specify strengthening the promotion and interpretation of pro-business policies, and establishing a centralized publishing platform for Hunan's pro-business policies on the "Xiangyiban" platform and the "Zhengqitong" (Government-Enterprise Connection) column of the provincial government's official website. By the end of July, each relevant provincial department will propose at least one item that can be enjoyed without application in areas such as financial subsidies, interest discounts on financing, tax and fee reductions (deferrals), qualifications and honors, talent, and job stabilization and employment. Inclusive policies will be fulfilled within the current year. A supervision mechanism for the entire process of enterprise-related reward and subsidy fund allocation will be established to enhance the transparency of policy applications and ensure transparent operations. 


In the field of market regulation, Hunan Province will comprehensively promote a "four-management" model of machine-managed templates, tendering, bid evaluation, and regulatory organizations. It will formulate management measures for credit evaluation in engineering construction project bidding and tendering, while also extensively promoting the use of guarantee letters instead of cash deposits, enabling one-time access for use across the province. In law enforcement supervision, a full-process closed-loop management of "planned inspections—justified enterprise visits—code presentation upon entry—result feedback—enterprise evaluation" will be implemented. To effectively reduce burdens, off-site inspections will be promoted, and an "inspection-exemption" mechanism for enterprises will be established. 


Regarding cost reduction, the "Measures" introduce a combination of approaches. In the logistics sector, the differentiated toll mechanism for expressways will be improved, more flexible railway freight rate reduction policies will be implemented, and the construction of a multimodal water transport system will be accelerated to promote "one-ticket" door-to-door logistics services. In terms of energy use, the electricity system reform will be deepened, and time-of-use electricity pricing policies for industrial and commercial sectors will be refined to further reduce enterprise energy costs. In financing, it is specified that provincial financial institutions will be guided to issue no less than 23 billion CNY in knowledge-value loans and no less than 12 billion CNY in commercial-value loans in 2025, with new credit extended through the "Xiang Xin Dai" platform exceeding 120 billion CNY.


Specifically targeting the optimization of the entrepreneurial environment for college students, the "Measures" stipulate providing up to one million CNY in entrepreneurial equity investment support through college student entrepreneurship funds for early-stage startup projects in Hunan led by college students. For college graduates who start businesses in partnership, guaranteed entrepreneurial loans of no more than 4 million CNY may be provided, with loan interest subsidized by the finance department at 50% of the actual interest rate. Furthermore, the construction of "Youth Hubs" will be accelerated to meet the practical needs of college graduates starting businesses or seeking employment away from their hometowns.
