The CPC Hunan Provincial Committee held a meeting on the reform in economic and social systems on June 9. According to the meeting, Hunan has achieved smooth progress and remarkable results in fulfilling 68 tasks in economic system reform and 33 in social system reform over the past year.

In the past year, breakthroughs have been made in various aspects of economic system reform. For example, relevant reform practices of the system for construction project approval and the effect of project approval system construction and operation have been commended by the national construction project reform administration for three consecutive years. Hunan’s “tax plus” mode helps solve the difficulty of the people in flexible employment in participating in the social security plan, which was recognized by the State Taxation Administration. Hunan’s “One-step Approval” government affairs service reform has been replicated and promoted in more than 100 cities domestically. Hunan was ranked eighth in the “business environment evaluation by private enterprises” in 2021, topping in central China. The Changsha-Zhuzhou-Xiangtan area was the first nationally-approved metropolitan area in central China.

The reform in social system has been advanced steadily and thoroughly. An array of highly-valued national pilot and demonstration projects have been approved, such as the national traditional Chinese medicine comprehensive reform demonstration zone and the education evaluation reform pilot province. Exploration has been made in several aspects which were praised by the national administrations, including public hospital comprehensive reform, tiered diagnosis and treatment system reform, police service mode in counties, and community-level self-governance system. Some reform experiences have been proved effective, including basic education reform in Luxi and upgrades of the small schools in Xintian rural areas. 

Ninety-nine tasks of the reform in economic and social systems in Hunan Province in 2022 have been defined, covering the aspects of energizing the market participants, constructing high-standard market system, deepening comprehensive reform in education, and exploring and constructing a policy system in promoting common prosperity.
