Changsha was listed as one of the happiest cities for entrepreneurs during the Entrepreneurs' Happiness Dialogue 2024, held in Taicang, Suzhou, on October 25, 2024. Changsha City claimed the title for two consecutive years. Additionally, Ningxiang City was the only county-level city in Hunan that was selected as "one of the happiest county-level cities (districts) for entrepreneurs". The event was sponsored by Oriental Outlook magazine, which is run by Xinhua News Agency.

The happiness of an entrepreneur serves as a key metric for evaluating the overall happiness of a city. Based on the selection of China's happiest cities, the Oriental Outlook magazine worked with Chinese internet giant Baidu last year to develop an index model for entrepreneurs' happiness. It consisted of five first-class indexes and dozens of sub-indexes including enterprise efficiency cost, policy environment, and public services. By utilizing big data collection, a list of the happiest county-level cities (districts) for entrepreneurs was compiled.

This year a total of 10 cities were selected as the happiest cities for entrepreneurs and 21 county-level cities or districts honored as the happiest county-level cities or districts for entrepreneurs.

Changsha has continued to prioritize the improvement of business environment. The city has initiated the "1+N" business environment reform system for six years in a row, implemented 741 reform tasks, and rolled out a package of measures to optimize the business environment.
