Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, inspected the development of foreign-funded and private enterprises in Changsha on the morning of February 18, 2025. Governor Mao asked to thoroughly implement the spirit of President Xi Jinping's important speech delivered at a symposium on private enterprises. He called for adherence to the combined involvement of state-owned, private, and foreign capital, promoting the coordination of state-owned, private, and foreign enterprises, enhancing enterprise development through an excellent business environment.

Governor Mao emphasized that efforts should be made to:
- Implement preferential policies to benefit enterprises. Policies should be carried out to relieve the difficulties faced by enterprises, including implementing major national strategies and building security capacity in key areas, implementing large-scale equipment upgrades and consumer goods trade-in programs, supporting technological research and development, and cutting taxes and fees. The full life-cycle management of policies should be strengthened, supporting all types of enterprises without discrimination in enjoying and participating in financial subsidies, tax incentives, and government procurement, so as to promote the innovative development of all types of market entities.
- Highlight investment attraction and introduction. Industry, innovation, and supply chains should be the focus, in order to attract and introduce investment. Initiatives like the "Return of Hunan Entrepreneurs" and the "Return of Hunan Alumni" should be promoted as key focal points. The province should commit to both "going global" and "bringing in" strategies to deepen foreign investment cooperation and to attract foreign enterprises to Hunan, advancing complementary progress among state-owned, private, and foreign capital.
- Strengthen scientific and technological innovation. Top priority should be given to enterprise sci-tech innovation; to promoting "university-research institution-enterprise" collaborative innovation; to pushing forward the building of high-end innovation platforms, attraction and introduction of high-end innovative talents, and addressing cutting-edge core technologies; and to enhancing the capability of scientific and technological innovation to lead industrial innovation.
- Optimize the business environment. Regular campaigns should be focused on serving grassroots communities, enterprises, and the public, aiming at solving their difficulties, major concerns, and focal points. There should be a continuous effort to reduce the costs of enterprises in logistics, financing, energy, and other aspects, taking the initiative to identify and solve problems, relieve burdens, and offer targeted services for them. The credibility of the government should be consistently enhanced, and the province should continue to boost confidence of enterprises, striving to create a fair, transparent, and predictable market environment.
