Hunan to Fully Realize Green Development in Urban and Rural Areas By 2035

Hunan Province recently issued an implementation guideline underpinning green development in urban and rural areas. It proposed that by 2035, Hunan Province will fully realize green development in urban and rural areas; improve the level of carbon emissions reduction, the quality of cities and villages, and the living environment; and, modernize governance system and capabilities in the field of urban and rural construction.


The guideline set overall goals for 2025 and 2035. By 2025,

- the intensity of urban area development in Hunan Province will not be higher than 30%;

- the proportion of green areas in urban built-up areas above the county-level will reach 37%;

- the centralized collection rate of urban domestic sewage will reach more than 70% or more than 5 percentage points higher than that of 2020;

- the resource utilization rate of municipal domestic waste will reach more than 65%; and,

- the rural domestic sewage treatment rate will reach 40%.


It also put forward five key tasks around planning and leading, urban renewal, rural revitalization, and green construction. Among them, it proposed to "build a green and complete community" and promote the construction of smart communities for the first time in China. By 2025, Hunan Province will:

- renovate no less than 20,000 old urban communities;

- make every effort to boost the development of prefabricated construction, classify and promote prefabricated buildings, and create a "Hunan model" for green construction;

- steadily improve the energy efficiency of new urban buildings; and,

- achieve energy-saving rate of new residential buildings in urban areas by 65%, and that of new public buildings by 72% provincewide.
