On the eve of the Spring Festival, the 2026 "Spring Breeze Action" sponsored by the Zhangjiajie Municipal Bureau of Human Resources and Social Security continued to gain momentum, delivering job opportunities and quality services online and offline to people's doorsteps, helping workers achieve "nearby employment and stable income growth". This is a microcosm of the city's multiple measures in recent years to stabilize employment and benefit the people.
Zhangjiajie adheres to the employment-first strategy, focusing on priority groups such as university graduates and people lifted out of poverty, optimizing the employment and entrepreneurship service system, and activating the vitality of the job market. In 2025, the city added 10,700 new urban jobs and 11,100 rural transfer jobs, achieving a total of 434,300 rural transfer workers, all exceeding annual targets.
Leveraging its endowment as a major tourism city, Zhangjiajie has activated the employment momentum of the cultural tourism sector by cultivating characteristic labor brands. The city's 36 graded scenic spots, over 300 tourist attractions and sites, and thousands of hotels and homestays have formed a solid employment absorption matrix, fostering eight labor brands including "Zhangjiajie Tour Guide" and "Zhangjiajie Homestay Butler". Among them, "Zhangjiajie Tour Guide" has become a benchmark for cultural tourism in Hunan, driving employment and entrepreneurship for more than 100,000 people. Meanwhile, the city has deepened cross-provincial labor cooperation, establishing 101 labor coordination mechanisms, promoting the transfer employment of more than 434,300 rural workers, enabling them to "leave home, enter the factory, and secure stable income".
To address bottlenecks in supply-demand matching, Zhangjiajie has strengthened the building of the "Liyou Quality Employment, Serving People's Livelihood" (Party Building Brand), establishing an urban-rural public employment service system. Measures such as the "15-minute employment service circle in urban areas", regular job fairs, odd-job stations, and live-streaming for job recruitment have been implemented to solve the problems of difficulty for job seekers to find jobs and urgent need for enterprises to hire. For university graduates, the city has set up a special entrepreneurship task force and introduced targeted support policies to comprehensively support young students in entrepreneurship and employment. In 2025, the transfer employment rate for people lifted out of poverty reached 90.02%, and the follow-up visit rate and employment service rate for university graduates who left school without employment both reached 100%. A total of 214 million yuan in entrepreneurial guarantee loans was issued, of which 35 million yuan benefited 451 university student entrepreneurs, creating 3,005 jobs.
The city continues to make efforts in employment services, precisely matching job postings to the needs of returning people, university graduates, and other groups. Since the beginning of this year, eight employment service events have been held, posting more than 30,000 jobs for 856 enterprises. Gao Zhijun, Party secretary and director of the Zhangjiajie Municipal Bureau of Human Resources and Social Security, stated that the city would continue to invest in both infrastructure and people, focusing on better matching labor supply and demand, strengthening labor service brands, and improving the employment service system, so as to achieve both higher-quality and more ample employment, enabling all workers to find good jobs and quality employment.
