Recently, seven departments including the Hunan Provincial Department of Commerce jointly issued the Implementation Rules for Hunan Province's Vehicle Trade-in Subsidy Program (2026), which stipulates that individual consumers who scrap or transfer their old vehicles and purchase new ones will receive a one-time subsidy, with a maximum of 20,000 yuan.

The subsidy is divided into two categories: vehicle scrapping and vehicle replacement. During the policy implementation period, each individual consumer may choose to receive either scrapping subsidy or a replacement subsidy only once.

In the case of the scrapping category, consumers who scrap an eligible old vehicle and purchase a new-energy passenger vehicle will receive a subsidy equal to 12% of the new vehicle's selling price, up to a maximum of 20,000 yuan. Those who scrap an eligible gasoline-powered passenger vehicle and purchase a new one with an engine displacement of 2.0 liters or less will receive a subsidy equal to 10% of the new vehicle's selling price, up to a maximum of 15,000 yuan.

Individuals applying for the scrapping subsidy can log on to the National Automobile Circulation Information Management System website or search for the "Vehicle Trade-in" mini-program on platforms such as UnionPay App, Alipay, WeChat, or TikTok. They should enter the "Application Portal for Automobile Scrapping and Renewal Subsidies" and submit their applications in the location where the new vehicle invoice was issued.

In the case of the replacement category, consumers who replace an eligible old vehicle with a new-energy passenger vehicle will receive a subsidy equal to 8% of the new vehicle's selling price, up to a maximum of 15,000 yuan. Those who replace with an eligible gasoline-powered passenger vehicle will receive a subsidy equal to 6% of the new vehicle's selling price, up to a maximum of 13,000 yuan.

Individuals applying for the replacement subsidy can log on to the Hunan Vehicle Replacement Service Platform (Yunshanfu App → Trade-in → 2026 Vehicle Replacement Subsidy) or go to the "Efficient Completion of One Task" section of the Xiangyiban App. After selecting the vehicle trade-in subsidy application, they should submit their applications in the location where the new vehicle invoice was issued.
