Private Economy Booms in Xiangjiang New Area, Contributing over 70% of Tax Revenue

On the evening of February 13, Hunan Xiangjiang New Area (Changsha High-tech Zone) held its 2026 Spring Festival Entrepreneurs' Gathering and the Hunan Entrepreneurs Spring Forum themed "Sailing into the 15th Five-Year Plan: Government-Enterprise Cooperation for a New Voyage in Xiangjiang." More than 400 representatives of Hunan entrepreneurs and industry elites gathered to discuss hometown development and map out a shared future, kicking off a new year of concerted efforts between the government and enterprises for high-quality growth.

The year 2025 marked the 10th anniversary of Hunan Xiangjiang New Area being designated as a national-level new area, and also marked the successful conclusion of the 14th Five-Year Plan. Over a decade of dedicated cultivation, with just 0.5% of the province's land area, the Xiangjiang New Area has contributed 9.2% of Hunan's total economic output, becoming a core engine for the province's high-quality development. As the main driver of economic growth, private enterprises are thriving in the new area. Currently, the total number of enterprises in the area stands at 175,100, the highest among all districts, counties, and industrial parks in the province. Among these, more than 155,000 are private enterprises, contributing over 70% of the area's tax revenue. R&D expenditure intensity across the area has reached 7.5%. Core indicators such as the number of listed companies and the national specialized, refined, characteristic and innovative "little giant" enterprises rank second among national-level new areas in China.

As the new year begins, the New Area has brought a string of positive developments in project construction, with a number of high-quality projects landing successively. These include the inauguration of the headquarters and global R&D center of Cjnoo Sustainable Energy Co., Ltd., the second national headquarters of Tianjin General Data Technology Co., Ltd. (GBASE) settling in Lugu (Changsha), and Shenzhou Guojiang Holdings Group Co., Ltd. choosing World Computing - Changsha Intelligent Valley.

During the symposium, Zeng Guang, a representative of Hunan merchants and chairman of  Zvalley Technology Co., Ltd., shared the development journey of his company as it took root in Xiangjiang New Area. As a leading industrial internet enterprise spun off from Zoomlion, the company has gathered nearly 1,300 technical talents and has been recognized as a national-level cross-industry and cross-domain industrial internet platform. "This year, we will make our debut at international exhibitions and launch new smart robot products, giving back to our hometown with innovative achievements," Zeng said.

An official from the New Area stated that the area will continue to prioritize the development of the private economy, spare no effort to build a market-oriented, law-based, and internationalized first-class business environment, and support enterprises in technology development, market expansion, and capacity increase, therefore ensuring that private enterprises find it easy to get things done, feel secure in their investments, enjoy smooth development, and experience a pleasant living environment.
