
Recently, twenty containers carrying photovoltaic glass completed customs multimodal transport supervision procedures at the Chenzhou Land Port. After arriving at the Guangzhou Nansha Port by rail, the goods were shipped to Haiphong Port in Vietnam. This marks Hunan's first export shipment utilizing the new customs supervision model for sea-rail intermodal transport, signifying the successful implementation of this new model in the province.
Compared to traditional supervision methods, the new model allows enterprises to submit a single multimodal transport application form to the customs authority through the international trade single window system, achieving "a single customs declaration, a single transport document." The simplified declaration content supports flexible logistics operations such as transshipment, making customs clearance procedures more convenient and logistics operations more flexible for enterprises.
According to a spokesperson for the Port Supervision Department of the Changsha Customs Authority, the "single-document system" and "single-container system" are integrated into the new multimodal transport supervision model. These efforts help improve logistics connections among coastal ports, border areas, and inland regions, fostering the integrated development of ports and railways.
By allowing inland areas to benefit from the advantages of ports and border checkpoints, such efforts help create a more collaborative and coordinated economic landscape between coastal and inland regions.
"The pilot of this new multimodal transport model not only reduces burdens and boosts efficiency for enterprises, but also empowers the construction of Chenzhou Land Port as a production and service-oriented national logistics hub, helping Chenzhou better integrate into the global trade system," said Fan Renjie, director of the Chenzhou Land Port Industrial Development Center.
