In recent years, Jinshi City in Changde, Hunan Province has vigorously developed its biomanufacturing industry. It is home to 27 leading biomanufacturing enterprises capable of producing over 200 types of biomanufactured products. With fermentation capacity exceeding 20,000 cubic meters and an annual production capacity surpassing 100,000 tonnes, it has become a major national production and export base for enzyme preparations, steroid APIs, and pharmaceutical intermediates.

Jinshi has over 70 years of history in biological fermentation. Since the restructuring of  Jinshi Enzyme Preparations Factory at the end of the 20th century, it has successively attracted a number of biomanufacturing enterprises. Adopting an "off-site R&D + local manufacturing" model, it has established a full-chain incubation system encompassing "sci-tech innovation platforms, pilot bases, accelerator factories, and industrial parks."

In 2025, the bioenzyme industry cluster in Jinshi City, Hunan Province is approved as a national characteristic industrial cluster for small and medium-sized enterprises. The Hunan Biology Manufacturing Pilot Base located in Jinshi City is included in the first batch of national pilot capacity building platforms for bio-manufacturing. The local bio-manufacturing industry has entered a fast lane of high-quality development.
