A certificate of origin serves as the "paper gold" for tariff concessions and a "booster" for Hunan products to go global. In the first three quarters of 2025, Hunan's foreign trade enterprises enjoyed tariff benefits totaling 1.823 billion CNY through certificates of origin.
The Changsha Customs Authority recently announced that Hunan's foreign trade enterprises enjoyed tariff reductions of approximately 1.273 billion CNY in the importing countries in the first three quarters, and the certificates of origin were mainly issued for motor vehicles, aluminum products, fireworks, and tea. The authority handled tariff concessions of 550 million CNY for 6.082-billion-yuan goods imported from countries covered by preferential trade agreements. Imported products benefiting from these agreements were mainly rubber products, milk powder, cottonseed, and tapioca starch.
"With the help of certificates of origin under the China-ASEAN Free Trade Agreement, our company enjoys a 5% tariff reduction on imported dried tapioca chips from ASEAN, with cumulative tariff savings exceeding 2 million CNY this year," said a person in charge of the Hunan Jinjian Import and Export Co., Ltd. Data shows that in the first three quarters, Hunan received tariff benefits totaling 349 million CNY on imports worth 4.037 billion CNY under the China-ASEAN Free Trade Area framework, marking year-on-year increases of 57.16% and 61.56% respectively.
According to statistics from the Changsha Customs Authority, Hunan exported 4.32 billion CNY of the "new three" products—electric vehicles, lithium-ion batteries, and photovoltaic products—to ASEAN in the first three quarters, a 501.6% year-on-year increase. Specifically, electric vehicle exports to Indonesia alone reached 3.21 billion CNY, surging 636.3%. ASEAN has become a significant growth market for the export of Hunan's "new three" products.
