Secretary Shen Meets Japan's Shiga Prefecture Governor Taizo Mikazuki

Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, met in Changsha with Taizo Mikazuki, governor of Japan's Shiga Prefecture, and his entourage on November 10, 2025.

Secretary Shen welcomed the guests on behalf of the provincial Party committee and the provincial government. He noted that Hunan Province and Shiga Prefecture have yielded fruitful results over 40 years of friendly exchanges. Hunan Province, following the development path guided by President Xi Jinping, is fully committed to developing into a national hub for important and advanced manufacturing industries, a sci-tech and innovation center with core competitiveness, and a pacesetter for reform and the opening-up of China's inland regions, to achieve high-quality development. Hunan, particularly Changsha, offers a low cost of living, sound education and healthcare facilities, a solid industrial foundation, and an urban atmosphere that appeals to young people. Secretary Shen expressed his hope that both sides would deepen exchanges and cooperation in such areas as youth communication, economic and trade, and public health and elderly care, thereby elevating the friendship city relation to a higher level.

Governor Taizo Mikazuki expressed his gratitude for Hunan's warm reception. He remarked that each visit to Hunan allows him to witness the province's rapid development and the vibrant energy of Changsha. Hunan Province and Shiga Prefecture are linked together because of Dongting and Biwa Lakes, the governor said, expecting both sides to strengthen pragmatic cooperation in industrial economy, culture and sports, youth exchanges, and public health and elderly care. He believed that their partnership could become a model for international friendship city relations.

Provincial leader Zhang Yingchun also attended.
