Hunan Approved for 7 New Special Industrial Clusters for SMEs

The Ministry of Industry and Information Technology recently announced the list of the fourth batch of special industrial clusters for small and medium-sized enterprises (SMEs) for 2025, and reviewed and approved a group of clusters among the first batch of such SMEs for 2022.

Hunan has seven special clusters for SMEs added to the list, while all of its three clusters from the first batch were approved after review.

The seven newly-added special industrial clusters are: the inspection and testing instrumentation and equipment cluster in Yuelu District, Changsha; the copper, lead, and zinc materials cluster in Changning County-level City, Hengyang; the power semiconductor cluster in Shifeng District, Zhuzhou; the bio-enzyme cluster in Jinshi County-level City, Changde; the inland river small and medium-sized boat manufacturing cluster in Yuanjiang County-level City, Yiyang; the functional fabric cluster in Qiyang County-level City, Yongzhou; and, the roadbed construction machinery cluster in Lianyuan County-level City, Loudi.

These newly-recognized clusters feature distinctive characteristics, covering key sectors such as high-end manufacturing, biomedicine, and new materials.

For instance, the inspection and testing instrumentation and equipment cluster in Yuelu District, Changsha, demonstrates strong innovation capabilities. It is home to six listed companies, two national champion enterprises in specific market segments, 22 national-level specialized and innovative "little giant" enterprises, and nine national-level innovation platforms. In 2024, the cluster's output value reached 36.911 billion CNY, marking a year-on-year increase of 19.58%.

The power semiconductor cluster in Shifeng District, Zhuzhou, has achieved remarkable performance in the global market, holding the top global market share for high-power thyristors.

The bio-enzyme cluster in Jinshi, Changde, contributes one-third of the national annual production, making it the largest bio-enzyme producer and exporter in China.

Currently, Hunan Province possesses five national-level advanced manufacturing clusters and 15 special industrial clusters for SMEs. These clusters concentrate on their respective specific fields, and have established strong competitiveness in their respective arenas.
