Liuyang Economic Development Zone Among Top Ten Parks for Investment Attraction in 2025

On July 31, the Fifth Promotion Event for Foreign Business Investment Attraction, hosted by the Global Times, was held in Beijing. The Liuyang Economic and Technological Development Zone (LETDZ) was honored as one of the "Top Ten Parks for Investment Attraction in 2025," becoming the only shortlisted park in Hunan Province. This accolade highlights the zone's favorable business environment and great development potential.



LETDZ is committed to achieving its goal of "breaking through 200 billion CNY and advancing to the top 50 national development zones." Continued efforts have been made to foster a market-oriented, law-based, and internationalized business environment, driving robust industrial growth momentum. In the first half of this year, the value added of industrial enterprises above designated size within the zone increased by 12.7% year on year, fixed asset investment grew by 14.5%, and industrial technological transformation investment surged by 71.1%.


A high-quality business environment serves as a "solid support" for industrial development. LETDZ has implemented measures such as "simulated approval" and visualized approval processes, significantly accelerating project progress. The zone has also established routine service mechanisms like "Entrepreneur Reception Day." Six rounds of enterprise visits have been conducted over two years, resolving 522 issues. In 2025, the zone allocated 55.9 million CNY in preferential policies for enterprises and disbursed 34.1 million CNY in industrial development funds. In 2024, the zone reduced taxes and fees by 210 million CNY.



LETDZ continuously improves public services by adding bus routes, express delivery centers, new schools, and hospitals, improving the happiness index of employees. The zone provided 5,580 job positions through campus recruitment, and implemented a "Vice President of Technology" program, building a bridge for mutual engagement between talents and enterprises.


The top-notch business environment has become the zone's "golden brand" for attracting projects, gathering resources, and gaining a competitive edge. In 2024, several core indicators, including the growth rate of the value added of industrial enterprises above designated size, ranked first among national-level parks or zones in Changsha.
