During the inspection tour, Governor Mao emphasized the importance of vigorously developing new quality productive forces based on local conditions, with a focus on high-end, intelligent, and green development. Efforts should be made to promote the integration of industrialization and informatization, the coordinated advancement of manufacturing and services, and the simultaneous improvement of quantity and quality. It is necessary to strengthen the leading role of enterprises as main drivers of technological innovation, promote deep integration between sci-tech and industrial innovation, and comprehensively build a modern "4×4" industrial system with Hunan characteristics.

Mao stressed adhering to a strategy driven by major projects and led by large enterprises, with a focus on key industries, companies, and products. All-out efforts should be made to boost production, fulfill orders, and expand markets, fully releasing high-quality production capacity.  Enhanced tracking and promotion of major projects, along with strategic planning, reserves, and resource guarantees, are vital for ensuring simultaneous increases in workload, physical output, and investment. These efforts will provide strong support for achieving half-year goals.

Furthermore, sustained efforts are needed to create a top-tier business environment that is market-oriented, law-based, and internationalized. It is important to ensure high-quality policy supply, efficient resource allocation, and high-standard service guarantees. Initiatives including "Going to the Grassroots, Identifying Problems, Finding Solutions, and Promoting Development" and "Three Deliveries, Three Solutions, and Three Improvements" should be carried out in a regular manner.

The "Three Deliveries, Three Solutions, and Three Enhancements" Initiative refers to delivering policies, warmth, and confidence; solving difficulties faced by grassroots organizations, enterprises, and the public; and, enhancing work style, service quality, and the overall environment.

Policies, financial tools, service mechanisms and other measures should be employed to help businesses overcome difficulties, reduce costs, improve efficiency, and maintain stable growth.
