On June 13, Changde City of Hunan Province and Cassengo Municipality in Lunda Sul Province, Angola signed an agreement to establish friendship city ties.
On June 14, a delegation led by Cassengo Mayor Francisca Manganda paid an inspection tour to Changde. Luo Yijun, secretary of the CPC Changde Municipal Committee, held talks with Mayor Francisca Manganda and her delegation.

On behalf of the CPC Changde Municipal Committee and the People's Government of Changde City, Luo Yijun extended a warm welcome to Francisca Manganda and her delegation, briefing them on Changde's city profile.
He stated that in recent years, under the guidance of the Belt and Road Initiative and the Forum on China-Africa Cooperation (FOCAC) framework, Changde has carried out a series of exchange and cooperation activities with Angola.
Noting Cassengo's rich cultural heritage and tremendous development potential, Luo expressed his hope that the two sides will take the establishment of friendship city ties as a new starting point to strengthen exchanges and deepen mutually beneficial cooperation in agricultural production, mineral resource development, business investment, education and culture. Luo added that efforts will be made to achieve more substantive cooperation outcomes, contributing to the development of China-Angola relations that fit the needs of the new era.
Francisca Manganda expressed gratitude for Changde's warm reception and gave a briefing on Cassengo Municipality.
She stated that Cassengo would take the establishment of friendship city relations as an opportunity to further deepen exchanges and cooperation with Changde. She invited more Changde enterprises to invest and start business in Cassengo, hoping to achieve mutual benefit and win-win cooperation. Francisca Manganda also expressed her wishes for everlasting friendship between the two cities.
The delegation conducted inspection visits to several new energy, rice production, and agriculture technology enterprises, as well as cultural sites including Changde Hejie Historical and Cultural Block.
