The tunnel stretches from Yuehua Road in Xiangjiang New Area in the west to Furong Road in Kaifu District in the east, spanning a total length of 4,180 meters. The tunnel comprises the south and north main lines and four ramps. It is designed as a double-tube, two-way, six-lane tunnel, the first of its kind in Changsha City.

The tunnel, with a total investment of about 5.328 billion yuan, started construction in 2019. Its operation will further ease traffic pressure of other river-crossing passages in urban areas and improve the traffic network on both sides of the Xiangjiang River.

Additionally, the tunnel will be fully closed for nighttime maintenance operations between 0:00 and 6:00 every day during a transition period, lasting from the date of opening until December 31, 2024. During the maintenance period, all vehicles and pedestrians are prohibited from passing through the main lines and ramps of the tunnel.
