Deputy Secretary Li, on behalf of the provincial Party committee and the provincial government, welcomed Minister Limber Cruz and the delegation members. He noted that Hunan is an agricultural powerhouse and a major production base for grain, hogs, canola, and other agricultural products in China. Hunan's hybrid rice research and development is renowned globally, and its agricultural machinery R & D, manufacturing, and promotion are at the forefront nationwide. It has shouldered major responsibilities in advancing the comprehensive rural revitalization and accelerating the modernization of agriculture and rural areas.

Hunan has been following the principles of demand-driven and market-oriented method, two-wheel drive of technological and institutional innovation, and government guidance, the masses participation, and market operation. It has vigorously promoted the supply-side structural reform of agricultural industry, continued to improve the total factor productivity of agriculture, and reconstructed the quality, efficiency, and credibility of agriculture in the national and even the global market supply. He expected the two sides, based on respective supply capacity and demand potential, to carry out cooperation in a precise and pragmatic manner, so as to better promote the development of both sides and benefit the people of the two places.

Minister Limber Cruz thanked Hunan for assisting the Dominican Republic's agricultural development. He hoped that the two sides will strengthen exchanges and collaboration in the fields of rice cultivation, agricultural machinery promotion, and agricultural personnel training.
