Changsha to Open Over 1,000-km Roads for ICV Testing

The 4th China Low-speed Autonomous Driving Scenario Ecological Co-construction and Expansion Conference, along with the Changsha Intelligent Connected Vehicle Industry Investment Promotion, were held in Changsha on July 1, 2024.


Changsha's latest policies on intelligent connected vehicle (ICV) road test and demonstration application were unveiled.


Based on the principles of wide usability, staged approval, and safety and controllability, all roads in Changsha's downtown areas will be open to ICV testing by 2026. The total length of the open roads for ICV testing will reach 1,050 kilometers (one-way mileage). 




The conference was attended by a number of academicians, experts, industrial leaders, and over 300 enterprise representatives in intelligent connection and low-speed unmanned driving related sub-fields. They exchanged views on technology evolution, industrial cooperation, and the opportunities and challenges of industrial development.


As one of China's first batch of pilot cities for intelligent urban infrastructure and ICV coordinated development, Changsha took the national lead in obtaining four ICV licenses authorized by the central government. More than 400 related enterprises have settled in the ICV Innovation and Application Demonstration Zone which is a key plan of the Hunan Xiangjiang New Area and the first of its kind in China. Changsha's ICV industry has been a top-tier sector domestically.



Changsha's new policies on ICV road testing and demonstration application, as well as the plan of expanding the open roads for ICV testing were spotlighted at the conference. According to the plan, by 2026, all roads in Changsha's downtown areas will open to the testing of functional unmanned vehicles, ICV unmanned driving, ICV on expressways, and other application scenarios. The core regions of Xiangjiang New Area will be open to ICV testing, with the Changsha Railway Station, Changsha High-speed Railway Station, and Changsha Huanghua International Airport interlinked by ICV commercial services.
