On June 17, Changsha Vice Mayor Gao Wenqi signed a formal agreement with Dío Astacio, mayor of Santo Domingo Este in the Dominican Republic to establish friendship city ties. This agreement was forged during a visit by Vice Mayor Gao Wenqi and his delegation to the Dominican Republic. As per the agreement, the two cities will enhance cooperation and exchanges in economy and trade, science and technology, cultural tourism, education and other fields.

Santo Domingo Este, the capital of Santo Domingo Province, is the largest and most populous city in the Dominican Republic, with an area of 169.2 square kilometers. As the Dominican Republic's political and economic center, the city is known for its profound history and diverse culture. It was awarded the title of "Creative City" by UNESCO in 2019. Changsha and Santo Domingo Este signed a letter of intent to establish a sister city relationship in August 2022. Since then, the two cities have had increasingly close exchanges in agricultural machinery, environmental protection, culture, and other fields.

To date, Changsha has established cooperative friendly relations with 58 cities from 36 countries. Among them, 16 cities have officially signed an agreement with Changsha to establish sister city ties. These initiatives have effectively served the country's overall diplomacy and the city's opening up and development.
