Changsha Ranks 6th Nationwide in SMEs Development Environment

The China Centre for Promotion of SME Development recently released its 2023 assessment report on the development environment of SMEs. Changsha ranked 6th among prefecture-level cities with good overall performance.

The 2023 evaluation selected 50 cities, 14 more than last year. According to their city level, the participating cities are divided into two categories — cities at the sub-provincial level or above, totaling 19 and prefecture-level cities, totaling 31.

The report comprehensively assessed the SMEs development environment of 50 cities, with the number of SMEs in these cities accounting for about 56% of the country's total. The assessment includes five first-level indicators -- market environment, legal environment, financing environment, innovation environment and policy environment -- as well as 24 second-level indicators and 40 third-level indicators, according to the report.

In terms of the overall score of SMEs development environment, Shanghai, Shenzhen, Beijing, Guangzhou, Hangzhou, Nanjing, Ningbo, Qingdao, Wuhan, and Xiamen ranked the top 10 among cities at the sub-provincial level or above. The top 10 prefecture-level cities in this regard were Suzhou, Hefei, Wuxi, Jinhua, Quanzhou, Changsha, Dongguan, Shijiazhuang, Zhengzhou, and Nanchang.

Changsha entered the top 5 among the 31 prefecture-level cities in the evaluation of market environment, legal environment, and innovation environment.
