The Rising Lab, the city-oriented big data platform of Yicai Media Group, released the Ranking of Cities' Attractiveness in China 2024 on May 30. Fifteen Chinese cities were rated as new first-tier cities in 2024 in terms of their level of attractiveness. They are: Chengdu, Hangzhou, Chongqing, Suzhou, Wuhan, Xi'an, Nanjing, Changsha, Tianjin, Zhengzhou, Dongguan, Wuxi, Ningbo, Qingdao, and Hefei. Changsha ranked 8th among the new first-tier cities this year, the same as last year.

The ranking has been published for 9 consecutive years, and 15 new first-tier cities are evaluated every year. The previous data showed that Changsha has been among the top 10 new first-tier cities since 2016.

The 2024 ranking assessed the overall attractiveness of 337 cities at the prefecture-level or above based on five major indexes or dimensions: Concentration of Commercial Resources, City as a Hub, Urban Residents' Activity, New Economy Competitiveness, and Future Potential.

According to a report on the ranking, new first-tier cities refer to those cities that are most likely to become first-tier ones in the future.
