On the morning of February 21, Hunan's emergency headquarters for disasters induced by low temperatures, rain, snow, and freezing conditions issued a notice on activating a Level-IV emergency response for low temperatures, rain, snow, and freezing conditions.

According to the notice, the Level-IV emergency response was initiated starting from 10:00 on February 21. The decision was based on meteorological forecasts, the existing weather conditions, and in compliance with the relevant regulations outlined in the Hunan Provincial Emergency Plan for Disasters Induced by Low Temperatures, Rain, Snow and Freezing Conditions (Trial).

The notice requires that all relevant departments pay high attention and highlight priority tasks, focus on the goal of "ensuring people's livelihood, ensuring priorities, and ensuring safety", and fully implement various measures. All-out efforts should be made to ensure that disaster prevention and relief work is carried out in an orderly and effective manner, minimizing losses and ensuring stability in production, daily life, and society to the maximum extent.
