A report on Changsha's practice of building a five-in-one business service system to stimulate the vitality and dynamism of business entities was recently published in the fifth issue of the journal National Exchange on Optimizing the Business Environment and thus has been promoted nationwide, the city's development and reform commission said on January 27. Additionally, Changsha City, Liuyang County-level City, and Changsha County made a list of proposed units to be commended by the provincial government for their real practice and solid work in improving the business environment in 2023.
Changsha has always prioritized the optimization of business environment and has focused on leveraging its role to activate market entities and increase investment projects, thus empowering the city's high-quality development on all fronts. In 2023, Changsha ranked among the top 10 provincial capitals and sub-provincial cities with the best reputations in the "Business Environment Evaluation by Ten thousand Private Enterprises" by the All-China Federation of Industry and Commerce. There were 354,000 new business entities and 138,000 new enterprises in Changsha, up 12.9% and 14.1%, respectively. In 2023, the city received the "Award of Most Attractive Organizations to Talents" and its talent pool reached 3 million. The city's influence and reputation have been continuously improved.
As a 'top student', Changsha sets no limit on the optimization of its business environment. Empowered by online data and offline assistance activities, Changsha has built a "five-in-one" business service system featuring a one-stop private network for business information, a QR code for enterprises to acquire preferential policies, a government-enterprise hotline to respond to enterprise appeals, a professional business service platform, and a service team to liaise with and assist enterprises. The city provides enterprises with whole-cycle all-round services such as government services, factor guarantee, policy acquisition, appeals, activity participation, and agent service, in a bid to help enterprises focus on production, promote innovation, and seek development without any distractions, and stimulate greater innovation vitality and stronger confidence in development.
