Deputy Secretary Li Meets with Spanish UPV Guests

Li Dianxun, deputy secretary of the CPC Hunan Provincial Committee, met with José E. Capilla Romá, rector of the Polytechnic University of Valencia (UPV) in Spain, and his entourage in Changsha on the morning of January 21, 2024.

Deputy Secretary Li welcomed the guests. He explained that Hunan plays an important role in China's regional economic patterns, with an advantageous geographical location, a sound industrial foundation, great market potential, and rich scientific and educational resources. Under these solid and basic conditions for integrating into the global economic cycle and innovation network, the province boasts obvious competitive advantages in global cooperation in talent, R&D, industry, trade, and other fields. The province has given priority to high-quality development, adhering to the four measures of "rebuilding policies for innovation, reshaping innovation platforms, creating an innovative atmosphere, and strengthening services for innovation." Hunan aims to establish a first-class innovation ecology in China, providing fundamental support for the vigorous implementation of  innovation-driven development strategies. Deputy Secretary Li indicated that he looks forward to both sides continuing to deepen their pragmatic partnership in such areas as collaborative research and development of scientific research projects, two-way transformation of scientific and technological achievements, cooperative cultivation of innovative talents, and the transfer and cultivation of emerging industries.


Rector José E. Capilla Romá noted that UPV seeks to act as a "bridge" and a "link" between Spain and Hunan in terms of exchanges and cooperation. He hoped this visit will be an opportunity to promote further collaboration between the two sides in the fields of scientific and technological innovation and talent cultivation.


UPV will sign a cooperation agreement with Hunan Normal University to advance the joint construction of the Hunan Changsha Institute of Advanced Studies at the Polytechnic University of Valencia.
