On December 26, the Zhongnan International Land Port Customs Supervision Workplace passed acceptance inspection, bringing the total number of Hunan's Single E-lock Scheme (SELS) clearance points to 4. The other three SELS clearance points are the Changsha International Mail Supervision Center, Changsha Airport Port, and Chenzhou International Express Mail Supervision Center.

SELS is a fast customs clearance reform to align with the Speedy Customs Clearance System (SCCS) of the Chinese mainland and the Intermodal Transhipment Facilitation Scheme of Hong Kong. Under the SELS, the customs authorities of Changsha, Shenzhen and Hong Kong cooperate closely to facilitate automatic and rapid inspection and release of goods at ports through mutual assistance in law enforcement, mutual sharing of information and the use of technologies such as satellite positioning internet and direct connect gateways. This can effectively reduce the logistics cost of customs clearance for enterprises and promote the facilitation of cross-border trade. According to data from the Changsha Customs, since the beginning of this year, the Changsha Customs has supervised a total of 177 freight train trips in the province under the SELS, with a value of 870 million yuan.

According to the Changsha Customs, the implementation of the SELS reform in the Zhongnan International Land Port will promote the establishment of the "China-Europe Express + SELS" road-rail multimodal transport system. Through the SELS, the port can distribute goods from Hong Kong, Macao and Southeast Asia to Central Asian countries and Central and Eastern European countries, giving better play to the advantages of the China-Europe freight train routes, and accelerating the building of a China-Europe freight train logistics distribution center.

On December 29, 2022, Hunan became the second province promoting the SCCS reform, following Guangdong Province. The results of the SCCS reform were first piloted in Chenzhou and are popularized to Changsha Airport Port and other sites this year.
