Recently, the Ministry of Agriculture and Rural Affairs, the Publicity Department of the CPC Central Committee, and the Ministry of Justice announced a list of the third batch of national rural governance demonstration villages and towns. There were 100 towns (townships) and 1,001 villages on the list. Hunan's 5 towns and 50 villages made the list.
The five shortlisted towns in Hunan are Xiejiapu Town, Dingcheng District, Changde City; Xujiadong Town, Suxian District, Chenzhou City; Wanjing Town, Ningyuan County, Yongzhou City; Baozi Town, Huitong County, Huaihua City; and Langtang Town, Xinhua County, Loudi City. The 50 selected villages, which are spread across 13 cities and one prefecture in the province, have made useful explorations in rural governance.
Hunan has established a sound rural governance system featuring the combination of self-governance, rule of law, and rule of virtue in recent years. Local authorities have actively explored the utilization of list-based and merit-based systems to optimize the means of rural governance. They have adopted the Internet, big data, and other information technologies to enhance the level of service and governance, so as to make the countryside full of vitality, harmonious, and orderly.
Up to now, there are 15 towns (townships) and 148 villages across Hunan included in the national model villages and towns for rural governance. A total of 20 provincial-level model towns (townships) and 100 provincial-level model villages for rural governance have been established provincewide.
