The 2023 Smart City Development Forum was held during the ongoing China Hi-tech Fair (CHTF) on November 15. With the theme of "Digital Transformation Stimulates New Vitality of Cities," the forum was sponsored by the State Information Center and the International Data Group Asian Branch (IDG Asia). The 2023 China Smart City Award Ceremony took place at the forum, announcing the results of various awards this year.
Changsha was awarded the title of "China's Leading Smart City 2023" for its advanced experience and fruitful results in the field of smart city construction. This is the third consecutive year that Changsha has won this honor.
In recent years, Changsha has moved faster to build itself into an exemplary new-type smart city, so as to better empower and improve high-quality development through digitalization, which is seen as the most significant driving force for change.
In particular, Changsha has coordinated efforts to build digital facilities for smart city development such as 5G, a supercomputing center, an artificial intelligence (AI) center, e-government cloud, city super brain, and a cybersecurity operation center, effectively improving digital support capabilities. A total of 27,000 5G base stations have been built across the city. The 200P computing power of Changsha AI Innovation Center Phase I was put into operation. The National Supercomputing Center in Changsha was approved to build a national open innovation platform for a new generation of AI public computing power. The inter-provincial bandwidth of Changsha national Internet backbone network increased to 57T, enabling high-speed data transmission within the country.
The e-government cloud provides efficient and stable services for more than 400 government systems of 78 units in the city. The city super brain becomes the data center, application center, and AI capability center of government departments, with 187 common capabilities supporting the business operation of 52 departments. Changsha took the lead in the country in building a chain government network. It pioneered the overall cybersecurity operation at the city level and established an urban cybersecurity operation center.
The city has implemented "certificate reduction" and "certificate exemption" measures for 5,150 government services. The "Internet Plus Government Services" are available at city, county, township, and village levels, allowing residents to handle daily affairs within the village or community. The "Xiang Yi Ban" APP Changsha flagship store offers 5,549 distinctive services, including 761 services that can be handled online throughout the process. Changsha was at the forefront in an evaluation on the integrated government service capability of national key cities.
