The World Initiative for City Challenge (WICC) was released at the closing ceremony. The initiative focuses on key areas such as digital transformation, energy utilization, infrastructure construction, and green ecology. Cities around the world were called for to strengthen exchanges and dialogue, explore effective paths, and jointly promote common prosperity and development. The initiative was supported by representatives of cities from China, Thailand, the Philippines, Bangladesh, Saudi Arabia, and other countries. These cities became the first group of members of the WICC Asia.

The conference also released the 2023 China Open Data Index and the Report on the Openness and Utilization of China's Local Public Data - Provinces. According to the report, local governments of 226 Chinese provinces and cities have launched government data open platforms as of August 2023. Open data has shown its thriving nature.

Changsha is a pioneer in terms of open data. In September this year, following the issuance of the Management Measures for Government Data Resources of Changsha City, Changsha took the lead in introducing a "chief data officer" system in the province to deepen data collection, integration, and application on the premise of ensuring safe and proper use of data. To date, the Changsha government data open platform has gathered 19.27 billion pieces of data which are open to the public and have been used and shared tens of billions of times.
