Changsha was listed as one of the happiest cities for entrepreneurs during a forum held in Taicang, Suzhou City on September 19, 2023, which was sponsored by Oriental Outlook magazine, run by Xinhua News Agency. At the forum, Changsha Vice Mayor Gao Wenqi delivered a keynote speech on behalf of Changsha, highlighting the measures the city has been taking to continuously optimize the business environment and boost the high-quality manufacturing development.

On that day, Ma Wei, head of Changsha Intelligent Driving Research Institute and also a representative of Changsha's sci-tech innovation entrepreneurs, presented the award to Changsha and made a presentation on Changsha's business environment.

The sense of happiness of entrepreneurs in cities was surveyed based on a special entrepreneur happiness index model and a process that involves big data collection and online questionnaires.

A list of happiest county-level cities and urban districts for entrepreneurs and a list of happiest cities at the prefectural level or above for entrepreneurs were released on site. Changsha, together with Ningbo, Chengdu, Suzhou, Hangzhou, Hefei, Qingdao, Ordos, Wenzhou, and Taizhou, made the latter list.

In recent years, Changsha has been committed to making the "nanny-style" services available at grassroots levels, placing great value on entrepreneurs and releasing most powerful supporting policies. Thanks to these efforts, Changsha's business environment has been continuously optimized, and its influence and core competitiveness continuously enhanced. Changsha ranked sixth nationwide in the 2022 business environment evaluation by ten thousand private enterprises. In this evaluation, it has ranked first in the central and western regions of China for three consecutive years. In addition, Changsha has been repeatedly rated as one of China's most attractive cities for investment and the top 10 cities in China with the highest foreign investor satisfaction. Changsha has been listed among the happiest cities in China for 15 consecutive years, contributing to the city's attractiveness and competitiveness in terms of its "soft power".
