Changsha Allocates 165 Million Yuan of Incentive Funds to Promote Quality Infrastructure Construction

September 2023 marks China's 46th "Quality Month". This year, the theme is "enhancing quality awareness, promoting high-quality development". In recent years, Changsha has further advanced the construction of a city strong in quality, and its quality development environment has been continuously optimized. The city took the lead in the province in issuing documents and policies such as the "Implementation Opinions on Thoroughly Carrying out Quality Improvement Actions to Accelerate the Construction of a City Strong in Quality". It also allocated 165 million yuan of incentive funds to encourage quality development and coordinate quality infrastructure construction.

Changsha has seen a leapfrog in its overall quality development level. Its pass rate of manufacturing products and consumer goods has ranked first in the province for three consecutive years. Its total number of intelligent manufacturing pilot enterprises ranked first among provincial capitals in China. In addition, it has won 57 government quality awards.

Changsha's quality technical capacity has improved significantly. The number of national standards and provincial local standards formulated by the city accounts for 78.5% of the province's total. The city's inspection and testing industry is among the winners at a provincial competition among industrial clusters in 2023.

Changsha's increasingly active economy has attracted more and more enterprises to take root here. As of the end of August, the total number of business entities in the city reached 1.729 million. Among them, there were 198,000 newly-registered business entities in the seven key industries of manufacturing, scientific research and technical services, foreign-funded enterprises, agriculture, real estate construction, commercial circulation, and cultural tourism. The city is home to 184 national "little giant" firms, or the novel elites of small and medium-sized enterprises that specialize in niche markets, boast cutting-edge technologies, and show great potential.

During the "Quality Month", the Changsha Administration for Market Regulation will launch a series of quality-themed activities that are popular among the public. The aim is to encourage public participation in quality-related activities and cultivate a robust environment where the government prioritizes quality, enterprises strive for quality, society promotes quality, and individuals value quality.
