China pushed forward the planning and building of modern circulation cities of strategic fulcrum importance, to promote the construction of an efficient and smooth modern circulation system, according to a recent circular.

The circular was released by the National Development and Reform Commission, in conjunction with the Ministry of Natural Resources, the Ministry of Transport, the Ministry of Commerce, and the State Administration for Market Regulation.

The Changsha-Zhuzhou-Xiangtan Metropolitan Area was approved as a comprehensive circulation pivot city; Huaihua and Yueyang composite ones; and, Chenzhou a functional one.

Taking into account the resource endowment, development foundation, comparative advantages, and future potential, the circular included 102 cities in the layout and construction scope, covering 31 provinces, autonomous regions, and municipalities, as well as the Xinjiang Production and Construction Corps. These cities were categorized into comprehensive, composite, and functional types to proceed. The people's governments of the cities would play the main role in arrangement and construction, in an effort to improve their own development level and enhance their radiation-driven role.

The planning and building of modern circulation cities of strategic fulcrum importance is conducive to giving better play to the advantages of the relevant cities in terms of a good foundation for circulation development and strong capacity for driving development of their surrounding areas. Efforts should be made to promote the integrated development of business, logistics, information, and capital flows from the height of the "large circulation"; facilitate close connection of production and consumption; accelerate formation of a modern circulation network with smooth internal and external communication; and, better serve the modern industrial system with the real economy as the pillar.

The National Development and Reform Commission, together with relevant departments, will actively support the construction of circulation pivot cities; coordinate and solve cross-department, cross-industry, and cross-regional problems in a timely manner; organize and evaluate the effects; and, publicize and promote the typical experiences, to boost modern circulation system construction by circulation pivot cities.
