Changsha Issues Three-year Action Plan for High-quality Development of Producer Service Industries

On July 25, Changsha issued a three-year action plan for the high-quality development of producer service industries. Seven major tasks and six major projects are arranged to accelerate the high-quality development of the city's producer service industries.


The action plan outlines three major goals: steadily improving service capacity, significantly expanding distinctive advantages, and continuously enhancing spatial agglomeration. By 2025, the added value of producer service industries is expected to account for more than 65% of the total added value of the city's service industry. The city aims to build itself into a model, a leader and a benchmark for producer service industries in central China. It will cultivate about 700 leading, brand and demonstration enterprises in producer service industries, establish more than 8 provincial-level service industry innovation and development zones, create about 20 producer service industry clusters, and construct about 10 new buildings with a value of 100-million-yuan each.


The seven major tasks involve such fields as scientific and technological services, information services, financial services, logistics services, creative services, human resources services, and business services. The action plan proposes strengthening information services empowered by digital and intelligence technologies. By 2025, the added value of the city's core industries of the digital economy will account for 12% of GDP.


The six major projects include building quality improvement, entity cultivation, scenario empowerment, integration demonstration, standard brands, and opening-up and connectivity. About 30 characteristic "star-level" buildings will be built to improve the appeal of high-quality commercial buildings for central enterprise headquarters. Financial support will be given to newly-added service enterprises above a designated size. By 2025, there will be 2,200 service enterprises above a designated size and about 1,500 other for-profit service enterprises.


In addition, supporting measures concerning overall planning and coordination, fiscal, tax and financial support, land security, talent support, and monitoring and evaluation are strengthened in the action plan.
